1. Purpose

The purpose of this policy is to outline the criteria, procedures, and responsibilities for applying and managing tuition fee discounts at Rosehill College. This policy ensures that tuition fee discounts are awarded in a fair, transparent, and consistent manner to support eligible domestic students facing financial difficulties.


2. Scope

This policy applies to all domestic students who are applying for tuition fee discounts at Rosehill College. It includes the criteria for eligibility, the application process, and the management of discounts once awarded.


3. Policy Statements

3.1 Commitment to Financial Support

  • Eligibility: Tuition fee discounts are available to domestic students who demonstrate financial need and meet the specified eligibility criteria.
  • Equitable Access: Rosehill College is committed to providing equitable access to financial support, ensuring that no student is disadvantaged based on their financial situation.
  • Transparency: The process for applying for tuition fee discounts is clear and accessible, with all criteria and procedures documented and communicated to students.

3.2 Eligibility Criteria

  • Course Enrollment: Applicants must be applying for admission to a full-time or part-time accredited program at Rosehill College.
  • Financial Need: Applicants must demonstrate financial need through required documentation (e.g., income statements, tax returns).
  • Academic Requirements: Applicants must meet the academic admission requirements for the course they are applying to.
  • Exclusion from Other Support: Applicants must not be receiving other financial support that covers tuition fees.

3.3 Application Process

  • Application Form: Students must complete the Tuition Fee Discount Application Form available on the college website.
  • Supporting Documentation: Required documents such as income statements and tax returns must be uploaded with the application.
  • Submission: Applications and supporting documents should be submitted online through the college portal by the specified deadline.
  • Review and Decision: Applications are reviewed by the Financial Support Committee, and decisions are communicated within 30 days of submission.

3.4 Awarding Discounts

  • Notification: Successful applicants are notified via email and through the online portal.
  • Acceptance: Students must confirm acceptance by completing the Tuition Fee Discount Acceptance Form within 14 days of notification.
  • Application to Fees: Approved discounts are directly applied to the student’s account and reflected in their tuition fee invoice.

3.5 Appeals Process

  • Appeal Form: Students who wish to appeal a decision must complete the Appeal Form for Tuition Fee Discount Decisions within 14 days of receiving the decision.
  • Review: The Financial Support Committee will review the appeal and provide a decision within 14 days.
  • Final Decision: The outcome of the appeal is final and will be communicated to the student in writing.

3.6 Confidentiality

  • Data Protection: All information provided during the application process is kept confidential and used solely for assessing eligibility for tuition fee discounts.
  • Record Keeping: Records are maintained securely and in accordance with the college’s data protection policies.

4. Procedures

4.1 Application Submission

  1. Complete Application:
    • Fill out the Tuition Fee Discount Application Form online.
  2. Upload Documents:
    • Upload required supporting documentation (income statements, tax returns).
  3. Submit Application:
    • Submit the completed application and documents through the college portal by the deadline.

4.2 Review and Decision

  1. Initial Review:
    • The Financial Support Committee reviews applications for completeness and eligibility.
  2. Evaluation:
    • Assess applications based on financial need and documentation provided.
  3. Notification:
    • Communicate the decision to the applicant within 30 days of submission.

4.3 Acceptance and Implementation

  1. Acceptance:
    • Notify successful applicants and require them to complete the Tuition Fee Discount Acceptance Form.
  2. Apply Discount:
    • Apply the approved discount to the student’s tuition fee account and update the invoice.

4.4 Appeals

  1. Submit Appeal:
    • Complete the Appeal Form for Tuition Fee Discount Decisions and submit within 14 days.
  2. Review Appeal:
    • The Financial Support Committee reviews the appeal and makes a decision.
  3. Communicate Decision:
    • Notify the student of the final decision within 14 days of receiving the appeal.

5. Responsibilities

  • Financial Support Committee:
    • Review applications, make decisions, and handle appeals related to tuition fee discounts.
  • Student Service Officer:
    • Assist students with the application process and provide information on required documentation.
  • Administration Manager:
    • Ensure the application of discounts to student accounts and maintain records of applications and decisions.

6. Review Compliance

  • Monthly Review: The policy and its application processes are reviewed monthly in the RTO Management Meeting.
  • Governance Schedule: Review as per the Governance Schedule to ensure continuous improvement.
  • Annual Review: Conduct an annual review using feedback from students and staff to enhance the effectiveness of the policy.
