1. Purpose

This procedure outlines the steps for applying for Recognition of Prior Learning (RPL) at Rosehill College. It ensures that students can have their prior learning and experience assessed and recognized towards the completion of their current course or qualification.


2. Scope

This procedure applies to all students and prospective students at Rosehill College seeking to have their prior learning recognized. It covers the application, assessment, and approval processes for RPL.


3. Definitions

  • Recognition of Prior Learning (RPL): The process of assessing and recognizing skills and knowledge gained outside formal education and training systems.
  • Applicant: A student or prospective student who applies for RPL.
  • Assessor: A qualified individual responsible for evaluating RPL applications.
  • RPL Assessment Plan: A plan outlining the assessment process and evidence required for RPL.

4. Procedure


4.1 Application for RPL

  1. Initial Inquiry:
    • Information: Provide information on RPL during student orientation and on the Rosehill College website.
    • Consultation: Offer an initial consultation with the RPL Coordinator to discuss the suitability of applying for RPL.
  2. Submit Application:
    • Form: Complete the RPL Application Form available online or from the RPL Coordinator.
    • Supporting Documentation: Include evidence of prior learning, such as work experience, qualifications, and other relevant documentation.
    • Submission: Submit the completed form and supporting documents online or to the RPL Coordinator via email or in person.

4.2 RPL Assessment Planning

  1. Assessment Meeting:
    • Schedule: Arrange a meeting between the applicant and the assessor to discuss the RPL application.
    • Plan Development: Develop an RPL Assessment Plan outlining the units of competency to be assessed and the evidence required.
    • Documentation: Provide the applicant with a copy of the assessment plan and guidelines for evidence submission.
  2. Self-Assessment:
    • Guide: Provide the RPL Self-Assessment Guide to help the applicant prepare their evidence.
    • Support: Offer assistance with understanding the guide and compiling the evidence.

4.3 Compilation and Submission of Evidence

  1. Compile Evidence:
    • Types: Include work records, training records, assessments, third-party reports, work samples, and other relevant documentation.
    • Format: Ensure all evidence is clear, legible, and well-organized according to the guidelines provided.
  2. Submit Evidence:
    • Submission: Submit the compiled evidence to the assessor by the agreed-upon deadline.
    • Verification: Include a Declaration of Authenticity for all submitted evidence.

4.4 RPL Assessment and Feedback

  1. Review Evidence:
    • Evaluation: The assessor reviews the submitted evidence against the competency requirements.
    • Interview: Conduct a follow-up interview if needed to clarify evidence or ask additional questions.
  2. Assessment Decision:
    • Outcome: Determine if the evidence meets the competency requirements.
    • Feedback: Provide written feedback to the applicant, including any additional evidence required or the next steps.
  3. Practical Assessment:
    • Requirement: Arrange for practical assessment activities if required to confirm current competence.

4.5 Notification and Recording

  1. Outcome Notification:
    • Decision: Notify the applicant of the assessment decision in writing.
    • Certification: Issue Statements of Attainment or qualifications as applicable.
  2. Record Keeping:
    • Records: Record the assessment outcomes and maintain all documentation in the student’s file.
    • Update: Update the Student Management System with the RPL outcomes.

4.6 Appeals Process

  1. Submit Appeal:
    • Form: Complete the RPL Appeal Form if dissatisfied with the assessment decision.
    • Timeline: Submit the appeal within 14 days of receiving the assessment decision.
  2. Review Appeal:
    • Committee: The RPL Appeals Committee reviews the appeal and makes a decision within 10 working days.
    • Outcome: Communicate the final decision to the appellant in writing.

4.7 Documentation and Record Keeping

  1. Maintain Records:
    • Applications: Keep accurate records of all RPL applications, assessment plans, and decisions.
    • Evidence: Maintain copies of all evidence submitted for RPL assessments.
    • Secure Storage: Store records securely for a minimum of 7 years.
  2. Confidentiality:
    • Access: Restrict access to RPL records to authorized personnel only.

5. Responsibilities


5.1 RPL Coordinator

  • Role: Manage the RPL application process, provide information, and support applicants.
  • Responsibility: Ensure the RPL process is accessible and transparent for all applicants.

5.2 Assessors

  • Role: Evaluate RPL applications and evidence, conduct assessments, and provide feedback.
  • Responsibility: Ensure assessments are conducted fairly and according to competency requirements.

5.3 RPL Appeals Committee

  • Role: Review and decide on appeals related to RPL assessment decisions.
  • Responsibility: Ensure a fair and unbiased appeals process.

6. Review Compliance

  1. Monthly Review:
    • Meetings: Include RPL processes in the monthly Academic Quality Meeting agenda.
  2. Annual Review:
    • Tool: Use the ASQA RTO Self-assessment tool template for the annual review.
    • Audit: Include RPL processes in the annual compliance audit.
